Funding is becoming more competitive and more constrained.
For councils, water corporations and regional infrastructure organisations, the strongest position is not waiting for the next funding round to open.
It is preparing the evidence and delivery pathway before funding rounds begin.
For example, the latest round of the Disaster Ready Fund (Round 4) opened 29 May and closes 1 July 2026. Applicants require quantity surveyor estimates for large quotes, a business case and a cost benefit analysis. That’s on top of 12 documents supporting the 26 page application form.
So if you missed out on that window, prepare now for any housing enabling and trunk infrastructure funding.
They are no longer assessed only on the asset being built. They are assessed on what the infrastructure makes possible: homes, serviced land, worker accommodation, private investment, jobs, resilience and liveability.
That means a stronger case needs to answer more than “what do we need?”
It needs to show:
- What is blocked right now?
- What will be unlocked?
- Who benefits?
- Why should government contribute?
- Who else is paying?
- Can the project be delivered within the required timeframe?
- What public value will be visible after completion?
These questions matter because funders are looking for confidence, not just need.
A project may be important, but still fail to compete if the constraint is vague, the unlocked outcome is not quantified, the co-contribution is not evidenced, or the delivery model is unclear.
A practical readiness tool

They are the projects where the scope is already clear, the evidence is organised, partners are aligned, and the delivery pathway is credible.
It means building a project that deserve approval.
